Strictly speaking, surf fishing is fishing in the surf zone(without a boat). The surf zone is where ocean waves approach and break. However, a more inclusive version of surf fishing exists when you are using the same surf-approved tackle and chasing the same species, you just don't happen to exactly be in the surf.
